CFZ: What is the current status of CDM Projects in Brazil in terms of projects approved by DNA, approved by UNFCCC, waiting for approval etc? Mr. Miguez: a) Approved by DNA Brazil – 164b) Approved by UNFCC from Brazil - 99 c) Waiting for approval – 15 (6 submitted and 9 under review at the Brazilian DNA) d) Sector wise i.e. Private and Public - Most private CFZ: What are the total Carbon emissions being targeted (annually) from CDM Projects currently running in Brazil? Mr. Miguez: All the 221 Brazilian projects in the pipeline are targeting to reduce annually a total of 26 million tCO2e. Only the registered projects at the CDM Executive Board will reduce annually 18 million tCO2e.CFZ: What are the special measures taken by DNA Brazil to spread awareness on benefits from CDM Projects among industry owners? Mr. Miguez: First the Brazilian DNA has a website with all the projects submitted for approval and most of the EB documents translated to Portuguese (that is not one of the UN languages), as well as, the methodologies. Secondly, the Interministerial Commission on Global Climate Change, the Brazilian DNA, together with the National Confederation of Industries (CNI), is supporting a CDM course for industries. The Commission is also always receiving and helping people interested in develop any type of CDM project activity.CFZ: What are the major sectors of CDM Project investments in Brazil? Mr. Miguez: Energy and waste handling and disposal are the major sectors in number of projects in the pipeline.CFZ: Do you think Brazil has an advantage over other Non annex countries from investor’s point of view? Mr. Miguez: Despite of having a clean energy matrix, Brazil is the 3rd country in number of projects and in number of emissions reduction in the CDM pipeline, showing that Brazil has many opportunities of developing a CDM project. Brazil was the first country to establish a DNA, which is doing an outstanding work analyzing the project activities and approving only good CDM projects, what can be confirmed with the numbers of Brazilian projects registered at the EB and Brazilian projects with CERs already issued. This show the low risk of investing in a CDM project in Brazil.CFZ: What role is your organization playing to facilitate small Project Developers in finding investors? Mr. Miguez: The Interministerial Commission has the following attributions:a) provide a statement, whenever requested, on proposals for sectorial policies, legal instruments and norms that contain a relevant component for the mitigation of global climate change and the country’s adaptation to its impacts; b) provide inputs on the Government’s positions in the negotiations under the United Nations Framework Convention on Climate Change and subsidiary instruments of which Brazil takes part; c) define eligibility criteria additional to those considered by the Bodies of the Convention in charge of the Clean Development Mechanism (CDM), as provided for in Article 12 of the Kyoto Protocol to the United Nations Framework Convention on Climate Change, pursuant to national sustainable development strategies. Even the Brazilian DNA has no CDM promotion as its attribution, we make available at our website all the Brazilian projects and its documents in 4 languages (Portuguese, English, Spanish and French), what we believe is our way to contribute to the project participant to find a investor. CFZ: What are problems faced by CDM Project Developers and what can be done to mitigate them? Mr. Miguez: The main problem that the Brazilian small project participants faces is the knowledge of the CDM process and CDM technical know how. And of course funding is always a problem in a developing country, but there increasing the number of institutions financing in different ways CDM projects, such as banks and governmental institutions.CFZ: Any partnerships and alliances with global carbon market players and exchange. Mr. Miguez: No.CFZ: Do you see initiatives like Carbonfreezone.com making a difference and mitigating some of the problems currently facing CDM Project developers and investors? Mr. Miguez: Yes, in a way that will link developers and investors, increasing the possibilities of developing a CDM project and helping to achieve the Kyoto Protocol targets.
